Legislation demands that all councils are audited twice per annum, an internal audit that is carried out by a recognised auditor followed by the external audit undertaken by the Audit Commission for Local Councils in England. The external auditors are linked to a council for a period of up to 5 years and are contracted to that council by the Audit Commission.
